Final Report of the 2014-2016 Board

To the Membership of the APC:

During our initial meetings of the new Board in 2014, some of us thought we were on the verge of bankruptcy. However, with the work of Bethania and by keeping a weather eye on our expenses versus income, we have produced a scaled back provision of service to meet the needs of our community. Here is an accounting of the progress we’ve made on our most pressing issues.

1.    LOT CLEARANCE When we took office, the empty lots throughout the community had grown into vermin-infested jungle. To address the problem, we needed the proper equipment. A garbage truck and a stake bed truck, remnants of our garbage collection days, were sold. The proceeds, along with donations, were used to buy a DR Brush Cutter and an Industrial trimmer. The workers have used this equipment and their skills to earn our respect. Honk if you like their work!

2.    SECURITY Under the skilled leadership of Jack and Sandro, the Security Committee has given us an edge over the bandits at long last. Our security people have been supplied with new uniforms, radios, and cameras. And with Sandro as our liaison with the National Police/Fiscal, some of the confusing tales we hear are understandable – well almost. We’re always looking for responsible residents to join the committee.

3.    CESTUR With the opening of the Cruise Ship port in Miamon, the Tourism Agency has provided us with 7 CESTUR officers to provide added security. There is a full-time two-man motorcycle patrol and five men patrolling the beach on foot, all armed and in uniform. The Club de Golf has provided them with an office in the utility room of the Luperon Condos and provides them with a light meal. They have been a solid addition and have been working effectively with our security. Miscreants they arrest are turned over to the National Police.

4.    ROAD REPAIRS Some community members have agreed to a voluntary surcharge on their dues of RD $200 a month, which accumulates in the Road Fund until there is enough to do repairs. We used this account to address a number of holes, and have been letting it accumulate again. We will see what it can be stretched to cover this time. Donations are always welcome as there is always work that needs to be done.

5.    TRANSPORT The Security Committee gathered together enough money from the community to buy a Honda motorcycle. This monster is quiet and powerful so, with the addition of CESTUR, our patrol capacity can hold its own. We continue to use the grey passola Claudia donated, which provides cheap flexibility. The Terio donated by Ann Walsh has been in for a refit and is now seaworthy – let’s hope.

6.    WEB SITE We have been blessed with talent and have among us Jay Rice. Jay designed an APC Costambar website. The site, www.apccostambar.com, has exceeded our expectations, and gets heavy use. Thanks, Jay. Those new to the community are encouraged to visit it and learn a great deal about this community.

7.    LANGUAGE SERVICES Our residents and visitors come from many countries and speak a variety of languages. To help meet their needs, we have worked to provide service in French, Italian, Spanish, German, English and, yes, even Russian if pressed. Many thanks to our translators (Chris Candrian, Pierrette Venne, Michael Hahn and Raf Belliard) for their contributions. There is also a translation service for these languages on the website.

8.    NEWS SERVICE Raf Belliard produces a private weekly news coverage on Sundays, compiled from a variety of sources. He also produces a Quarterly Costambar News to address more localized events worth hearing about. Thanks, Raf.

9.    DENGUE, ETC. The reported incidence of dengue and chikungunya in Costambar has dropped significantly over the last two years. Using Google Earth, Raf identified 86 swimming pools, 35 of which were unguarded. Thanks to the relationship APC established with Salud Publica, there has been an ongoing treatment program for abandoned pools and stagnant waters (the cornerstone of mosquito breeding control), which has led to a significant drop in the number of dengue and chikungunya cases in Costambar. These treatment tablets were also made available to residents, so other areas of standing water could be treated.This has also obviated the need for fumigation. The lot-clearing process assisted in eliminating potential breeding grounds, as well. We continue to work with Salud Publica to ensure the area gets sprayed – when there’s enough gas for the truck, particularly now that zika has arrived in the country.

10.    COOPERATION WITHIN Various groups within the community have clashed in the past, but inroads are being made. Representatives from the APC (Don and Claudia Docker), Junta de Vecinos (Lilly Guzman and Gonzalo Bustos), Playeros (Domingo Silverio) and the Club de Golf (Madeline Camps and Tom Rodriguez) have been meeting on a regular basis. Raf, Jack and Sandro have also contributed when they are available. The participants agree the meetings are necessary, but it is still a work in progress so far.

11.    COOPERATION OUTSIDE We have been working with the Puerto Plata community to address a number of issues: (a) El Sindico Walter Musa promises to make asphalt available when we can organize a road project. (b) We are dealing with CORAAPLATA on the issue of installing sewers. Also the Executive Director, Eng. O. Reyes has been instrumental in improving the water delivery service.  (c) It has been necessary to file an Objection to bar the Club de Golf from building on several lots along the Ocean. (d) We have met with the President of Ayuntamiento to lodge a complaint that the garbage removal is not sufficient to address the piles of grass and frond that have accumulated. He promises to double the service. Vamos a ver. (e) We negotiated the monthly fees for garbage collection down from the original. (f) The City Engineer, Andres Gonzales has prepared a letter authorizing APC and the Junta de Vecinos to identify problems relating to construction and committed his office to acting on our complaints. (g) Eng. Gonzales read the regulations, as they appear on the website and verified them as being accurate and enforceable. (h) Eng. Gonzales is preparing a letter as it refers to signs, so we can enforce this unsightly practice and we have prepared a letter, he wants, as it relates to parking around City Hall. (i) We have met and delivered a submission to the Governor concerning problem of faulty land titles. (j) We met with Gen. J. Jimenez and delivered evidence that the helicopters going to Life Styles were disruptive and flying too low. (k) We had meetings and made written submission to Julio Almonte the Vice Secretary of Tourism with respect to having a sewer system installed, as is being supported by the World Bank. He has insisted that we go to Santo Domino to make our case to the Secretary of Tourism at some future date.

12.    IN CONCLUSION The fact we go to the meetings with the Junta, Club de Golf, or the Playeros, is reflected in the enthusiasm of the government agencies to cooperate with us. They don’t want to be caught in the middle of a family fight and we are showing them that we are working together. The amount of bad press available in the past has been destructive, but can be put aside. That cooperation is worth the self control, focus and of putting your ego or big mouth on hold, as required. We’re learning and getting better at it.

REPORTE FINAL DE LA DIRECTIVA 2014/2016 DE APC

A la membresia de APC:

Durante reuniones iniciales de esta Directiva en el 2014, algunos de nosotros creiamos que estabamos al borde de la bancarrota. Sin embargo, gracias a la labor de Bethania y manteniendo un ojo en nuestros egresos versus ingresos, pudimos elaborar unos servicios reducidos que cumpliesen con las necesidades mas imperativas.

1.    LIMPIEZA DE SOLARES  Cuando tomamos posesion, los solares vacantes por toda la comunidad se habian tornado en una jungla llena de insectos. A fin de enfrentarnos al problema, necesitabamos equipo adecuado. Un camion de basura y otro de volteo, residuos de los dias cuando recolectabamos la basura, fueron vendidos. El dinero de esta venta, asi tambien como donaciones, se usaron para comprar un DR Brush Cutter y segador de grama portatil. Los trabajadores han usado este equipo mas sus habilidades capazmente y se han ganado nuestro respeto. Toquenles su bocina si aprueban de su labor!

2.    SEGURIDAD  Bajo el experto liderazgo de Jack y Sandro, el Comité de Seguridad nos ha proporcionado al fin una ventaja sobre el bandidaje. Nuestras gentes de Seguridad han recibido nuevos uniformes, radios y camaras de vigilancia. Y con Sandro como enlace con la Policia Nacional/Fiscal, algunos de las confusas historias que escuchabamos se han podido comprender – bueno, casi, casi. Siempre estamos en busca de residentes responsables que se incorporen al comité.

3.    CESTUR  Con la inauguracion de de la terminal de cruceros en Maimon, el Ministerio de Turismo nos ha facilitado 7 oficiales de CESTUR para proveer seguridad adicional. Hay una patrulla de dos hombres en motocicleta todo el tiempo y cinco hombres patrullando la playa a pie, completamente armados y en uniforme. El Club de Golf los ha proveido con una oficina y cuartel en el edificio de Condominios Luperon y les suministra un ligero almuerzo. Ellos han constituido una solida adicion y han estado laborando efectivamente con nuestra Seguridad.  Los malhechores arrestados se entregan a la Policia Nacional.

4.    REPARO DE CALLES  Algunos miembros de la comunidad han acordado hacer una contribucion mensual voluntaria y adicional a sus cuotas de mantenimiento, ascendiendo a RD$ 200 mensuales, las que lentamente se acumulan en el Fondo de Calles hasta que existe suficiente dinero, cuando usamos ese fondo para reparar un numero de baches. Siempre se agradecen las donaciones, ya que siempre hay trabajo que hacer.

5.    TRANSPORTE  El Comité de Seguridad recabo suficiente dinero en la comuinidad, para comprar una motocicleta Honda. Este monstruo es quieto, poderoso y con la adicion de CESTUR, nuestra capacidad de patrullaje puede enfrentarsele al desafio. Se continua usando la passola gris donada por Claudia Docker, la que provee flexibilidad a bajo costo. La yipeta Terios donada por Ann Walsh se ha reparado y nuevamente esta en servicio – eso esperamos.

6.    PORTAL  Hemos sido beneficiados con talento por tener entre nos a Jay Rice, quien diseno un portal para APC Costambar. El portal,  www.apccostambar.com  ha excedido nuestras expectativas, es accesado y usado intensamente. Gracias Jay. Aquellos que son nuevos aquí o no han visitado el portal, deben hacerlo a fin de aprender mucho mas acerca de esta comunidad.

7.    SERVICIOS DE TRADUCCION  Nuestros residentes y visitantes provienen de varios paises y hablan una variedad de idiomas. A fin de acomodar esa necesidad, hemos laborado en proveer traducciones en Frances, Italiano, Aleman, Ingles y si, aun en Ruso, si nos presionan. Tambien existe un servicio de traduccion gratis en todos esos lenguajes en el portal.

8.    SERVICIOS NOTICIEROS  Raf Belliard produce un noticiario semanal privado los Domingos, compilado de una variedad de fuents noticiosas. El tambien produce las Noticias de Costambar cada tres meses, a fin de enfocar mas los asuntos de indole local. Gracias Raf.

9.    DENGUE, ETC.  La incidencia del dengue y chikungunya en Costambar ha disminuido significativamente sobre el curso de los dos ultimos anos. Usando Google Earth, Raf identifico 86 piscinas, de las cuales 35 estaban abandonadas. Gracias a las relaciones que APC establecio con Salud Publica, se confecciono un programa de tratamiento de esas piscinas abandonadas y otras aguas estancadas (lo que constituye la fundacion basica de un exitoso programa de control a los mosquitos), lo que ha conllevado a un caida palpable en el numero de casos de dengue y chikungunya en Costambar. Tambien se les ha facilitado esta substancia de tratamiento a residentes interesados, a fin de tratar otras aguas estancadas. El éxito de este programa ha resultado en la rara necesidad de fumigaciones en el projecto. La labor de limpieza en los solares tambien ha facilitado en eliminar aguas estancadas donde los mosquitos podrian reproducirse. Continuamos trabajando con Salud Publica a fin de mantener el ya establecido programa de control, particularmente ahora que zika ha llegado al pais..

10.    COOPERACION INTERNA  Varios grupos dentro de la comunidad han chocado en el pasado, pero hemos progresado. Representantes de APC (Don y Claudia Docker), la Junta de Vecinos (Lily Guzman y Gonzalo Bustos), los Vendedores Playeros (Domingo Silverio) y el Club de Golf (Madeline Camps y Tom Rodriguez) se han estado reuniendo regularmente. Raf, Jack y Sandro han tambien contribuido en esto, cuando han estado disponibles. Los participantes estan de acuerdo que estas reuniones son necesarias, pero aun son una labor en progreso.

11.    COOPERACION EXTERNA  Hemos estado trabajando con la comunidad de Puerto Plata, a fin de enfrentar un numero de problemas: (a) El sindico Walter Musa prometio poner asfalto disponible cuando se pueda organizar un projecto de reparo de calles. (b) Estamos liriando con CORAAPLATA acerca del problema de un alcantarillado. Tambien, su Director Ejecutivo, Ing. Onesimo Reyes ha sido instrumental en mejorar el abastecimiento de agua. (c) Ha sido necesario depositar una objecion para evitar que el Club de Golf construya sobre varios solares a lo largo del oceano. (d) Nos hemos reunido con el presidente del Ayuntamiento para quejarnos formalmente acerca de que la recogida de desechos resulta insuficiente para tambien llevarse las pilas de ramas que se han acumulado. El prometio doblar ese servicio. Vamos a ver. (e) Negociamos una reduccion del pago mensual de la recogida de basura al Ayuntamiento. (f) El ingeniero del Ayuntamiento, Carlos A. Gonzalez ha preparado una carta autorizando a APC y la Junta de Vecinos a identificar  problemas relacionados con las construcciones y prometio su oficina tomara accion por nuestras quejas. (g) El Ing. Gonzales leyo nuestros reglamentos de Costambar, tal como aparecen en el portal, y verifico eran acertados y aplicables. (h) El Ing. Gonzalez esta preparando una carta que trata con los letreros, a fin de que APC pueda aplicar las reglas en contra a violaciones de lugar y ha preparado otra carta en relacion al estacionamiento alrededor del Ayuntamiento. (i) Nos reunimos con el Gobernador Provincial acerca de los fraudulentos titulos de terrenos. (j) Nos reunimos con el General J. Jimenez y le entregamos evidencia de que los helicopteros viajando a Life Style estan volando muy bajo y causando inquietudes en Costambar. (k) Nos reunimos con el Vice-Ministro de Turismo Julio Almonte e hicimos una peticion por escrito con respecto a la instalacion de un sistema de alcantarillado, tal como esta siendo respaldado por el Banco Mundial. El (Sr. Almonte) ha insistido en que viajemos a Santo Domingo y presentar nuestro caso al Ministro de Turismo en una fecha futura.

12  EN CONCLUSION  El resultado de que asistimos a reuniones con la Junta de Vecinos, Club de Golf y los Vendedores Playeros, es reflejado en el entusiasmo de las agencias gubernamentales en cooperar con nosotros. Ellos no quieren verse atrapados en medio de  una trifulca familiar y por eso estamos demostrandoles que trabajamos en conjunto. La cantidad de mala publicidad del pasado ha sido destructiva, pero puede ponerse a un lado. Esta cooperacion vale el grado de auto-control, enfoque y poniendo al lado los egos o una boca desenfrenada, tal como el momento requiera. Estamos aprendiendo y mejorando como resultado.
