GENERAL

Q1: When is the election?
A: The membership will elect the APC Board of Directors on Even years in February.

Q2: What constitutes the APC Board?
A: The Board shall consist of no less than 7 and no more than 9 directors:  President, Vice President, Secretary, Treasurer and up to 5 Members (Vocals).  Candidates must specify which positions they will run for.

BOARD ELIGIBILITY

a.  Must be a property owner and APC member in good standing, with the ability and desire to fulfill the duties of the board for a 2-year term. Must be available in person for meetings held between January and April.
b. Current with maintenance fees as of noon last day of January in the election year.
c. Have no conflicts of interest in serving on the board of a non-profit organization. Be in full possession of their civil rights in accordance with Article 7, Section D, Paragraph b of the APC by-laws referring to Articulo 13 of degree 40-08
d. Announce intention to seek office by the nomination deadline. Nominations should be submitted in duplicate to the election committee by means of the APC office or directly to an election committee member in a sealed envelope prior to the nomination deadline.

 

VOTER ELIGIBILITY

A voter must be an APC member, property owner or co-owner, business owner or a designated representative of a corporation that owns property in Costambar, according to the current law, which can be seen at the APC office.

Q1: How many votes will corporations receive?
A: Corporations will receive one vote.

Q2: Will voters have the option of absentee voting?
A: Eligible voters who are unable to be present on Election Day, will be able to vote by Absentee E-Mail Ballot. All residents of Costambar who have registered their e-mail address with APC will receive a copy of the Election procedure.

Q3: Will proxy votes be allowed?

A: No proxy votes will be allowed.

ABSENTEE BALLOTS

Q1: What is the deadline for absentee ballots sent by e-mail?

A: The deadline for absentee ballots will be 48 hours prior to the election.

Q2: Where can I find more information about Absentee Ballot procedures?
A: Information on the Absentee Ballot procedure will be posted on the website  apccostambar.com prior to the election. Or e-mail APC for your absentee ballot.

ELECTION INFORMATION AND MEETINGS

The Election Committee will call a Membership meeting to inform voters of the Election Procedures prior to the deadlines.
The Election Committee is appointed by the Board and at the first AGM in February the year after the election, the President will announce the Board’s choice. The number of members is not fixed, but is at least two and whoever they choose to assist them. They are autonomous, and do not need to respond to directions other than to produce a fair election of a new Board. When the new Board is announced the Election Committee is dissolved.

Q1: When will voters be able to meet the prospective Board Members?
A: A Meet the Candidates event will be in January the year of the election and will be published on various medias.

Q2: What are the campaign restrictions during voting hours?
A: No campaigning or politics will be allowed within the precincts of the voting location during voting hours. In order to ensure all voters are eligible, only 1-2 persons will be checked in at a time to cast their votes.

Q3: Will independent observers be present?
A. Independent observers will be present at all times during voting hours.

Q4: Who will count the ballots?
A. The Election Committee will count the ballots with independent observers present.

Q5: When will election results be posted?
A. The results of the election will be posted in English and Spanish at the office, as well as the Library notice board on February 9, 2016. If there is a discrepancy, the Spanish will prevail.

GENERAL

P 1: Cuando sera la eleccion?
A.La membresia elegira la Junta Directiva los años pares en Febrero. Sera supervisada por el Comitte Electoral.

P 2: Que constituye una Junta Directiva de APC?
La Directiva estara constituida por no menos de 7 y no mas de 9 directores: un Presidente, Vice-presidente, Secretario, Tesorero y hasta 5 Vocales. Los candidatos deben especificar las posiciones a las cuales son candidatos.

REQUISITOS PARA LA DIRECTIVA

a) Debe ser un propietario y miembro de APC al dia en sus pagos a APC, con habilidad y el deseo de cumplir con los deberes de la Junta Directiva por un periodo de 2 anos. Estar disponible en persona para reuniones entre los meses de Enero hasta Abril cada ano.
b) Estar al corriente en sus pagos de mantenimiento a APC a no mas tardar que el medioda del Viernes 15 de Enero del 2016.
c) No tener conflictos de intereses en servir en la Directiva de una organización sin fines de lucro (ONG). Estar en total posesion de sus derechos civiles, de acuerdo al Articulo 7, seccion D, Parrafo b) de los Estatutos de APC, referentes al Articulo 13 del Decreto 40-08.
d) Anunciar su intencion de ser candidato a un puesto, y nominarse a no mas tarde que el periodo de gracia. Las candidaturas deben ser subministradas en duplicado al Comité Electoral a traves de la Oficina de APC o directamente a uno de los miembros del Comité Electoral en un sobre sellado, antes de el cierre del periodo de gracia arriba indicado.

 

REQUISITOS PARA EL VOTANTE

El votante debe ser miembro de APC, dueno o co-dueno de propiedad(es), negocio(s) o el designado representante de una corporacion que tiene propiedad(es) en Costambar, de acuerdo con los Estatutos, cuales pueden ser vistos en la Oficina de APC o en el portal:  apccostambar.com, bajo el subtitulo “Documentos y Reglamentos”. Las cuotas de mantenimiento deben estar pagadas.

P 1: Cuantos votos reciben las corporaciones?
Las corporaciones tendran solamente un voto.

P 2: Tendran los votantes la opcion de votar en absentia?
Aquellos votantes que no puedan estar presentes el dia de las elecciones, podran votar via voto ausente por correo electronico (E-Mail). Todos los residentes de Costambar que hayan previamente registrado sus direcciones electronicas con APC, recibiran una copia de los procedimientos electorales.

P 3: Se permitira votar por poder(es)?
No se permitiran votos por poder(es).

VOTOS EN AUSENCIA

P 1: Hasta cuando es el periodo de gracia para votar en ausencia via correo electronico (E-Mail).
EL periodo de gracia para recibir votos en ausencia sera de 48 horas antes de la eleccion.

P 2: Donde se puede obtener mas informacion acerca del procedimiento para votos ausentes?
Informacion acerca del procedimiento para votar en ausencia sera colocado en el portal: apccostambar.com   previamente a la eleccion, o puede Ud. mandar un e-mail a APC pidiendo su voto de ausente.

INFORMACION DE LA ELECCION Y REUNIONES

El Comité Electoral convocara a una reunion de la membresia en Enero del año de las elecciones a fin de informar a los votantes de los procedimientos electorales, con antelacion a los periodos de gracia (hora y sitio se anunciaran mas tarde).
El Comité Electoral es nombrado por el Consejo Administrativo al año siguiente de las elecciones, en la primera AGM de febrero, el Presidente anunciará la elección de la Junta. El número de miembros no es fijo, sino que es al menos dos personas y el comité eligen quienes le van ayudar. Ellos son autónomos y no necesitan responder a nadie, solo producir unas elecciones justas de una nueva directiva. Cuando se anuncie la nueva Junta directiva, el Comité Electoral se disuelve

P 1: Cuando podran los votantes conocer a los prospectos para la plancha de Junta Directiva?
Se sostendra una reunion con los candidatos. Se anunciaran mas tarde los detailles.

P 2: Cuales son las restricciones de campana durante horas de votacion?
No se permitira campana o politica dentro del recinto de la ubicación de la biblioteca durante las horas de votacion. A fin de cerciorarse que solo votantes elegibles voten, solo se permitiran 1-2 personas a la vez en el recinto, para ser chequeadas y depositar su voto.

P 3: Estaran presentes observadores independientes?
Observadores independientes estaran presentes en todo momento durante las horas de votacion y mientras se cuenten los votos.

P 4: Quien(es) contaran los votos?
El Comité Electoral contara los votos en presencia de los observadores independientes.

P 5: Cuando se anunciaran los resultados de las elecciones?
Los resultados electorales se publicaran en  Espanol e Ingles en la Oficina de APC, asi tambien como en la Joya Board fuera de la Biblioteca. En caso de alguna discrepancia, la version en Espanol prevalecera.
